[peruser] Possible bug with permission/kill

I think only the root process ever runs that code, but it's certainly 
worth checking for that error anyway.  At least it would allow us to 
give a descriptive error if someone configures apache to run as a 
non-root user while trying to run peruser.  Consider this put on the 
todo list :)
