Ah ha, this is the problem I think.  I never could get fastcgi to work
properly with peruser, though Rommer posted a patch for mod_fcgid (a
competitor to the main fastcgi project, I think) to the list in April of
last year if you want to try that.  I couldn't get it to work with
chroots in peruser, but you aren't doing that so it may work for you.
